Constable Chetan Singh shot his superior ASI Tika Ram Meena, along with three other civilians inside the moving Jaipur-Mumbai Central Express.

The wife of the Railway Protection Force (RPF) constable accused in the Jaipur-Mumbai train shooting incident told India Today that her husband is mentally unfit and has been under treatment for a long time. She further said that she would reach Mumbai on Saturday with her relatives to record a police statement.

In a phone conversation with India Today, constable Chetan Singh’s wife Renu said he would regularly visit a hospital in Mathura for treatment and check-ups to cure his mental illness. “Yes, he is mentally ill. He has also been receiving treatment for a long time. He has been taking regular medicine and going for check-ups at a hospital here in Mathura,” she said.

Renu’s statement came a day after the Railways authorities claimed that no mental ailment was detected in the accused constable Chetan Singh’s last periodic medical examination, but withdrew it hours later.

Stating that she has all the medical reports as proof to support her claims, Renu said that she will reach Mumbai on Saturday with her relatives. She plans on recording a police statement and presenting the medical papers as proof of her husband’s mental condition.

Chetan’s mental health started deteriorating after an accident wherein he sustained a brain injury a few years back, his relatives said. A clot in his brain after he fell down affected his mental balance, they said. They further claimed that they had already provided the police officials with medical proof of Chetan’s mental imbalance.

RPF constable Chetan Singh (33) shot dead his senior colleague Tika Ram Meena and three passengers aboard a moving train near Palghar railway station in Mumbai on Monday. He was arrested later.

Following media reports claiming that the constable suffered from “abnormal hallucinations”, the Ministry of Railways in a statement said that the matter is being investigated. The statement was withdrawn later in the evening.
